Update on Nordic TSO follow-up report on Flow-based and ID ATCE

On 27 June 2025, the Nordic TSOs published their Follow-up Report on Flow-based Implementation and ID ACTE. As agreed with NRAs, the report covers about six months of data from the go-live date, 29 October 2024, and has been shared with NRAs and published on the NRCC website.

Correction to Binding CNEC Information
The report included information on Critical Network Elements with Contingencies (CNECs) limiting the ATCE domain. After publication, the TSOs identified inaccuracies in this section. The post-processing scripts identifying the limiting CNECs are complex and prone to both over- and under-estimation, leading to incorrect results. The affected sections 1.3.4, 1.3.5 and Appendix II have been updated accordingly.

Imbalance price section updates
In the updated report, prices in section 1.3.3 are shown by the dominating direction. Additionally, we present the difference between the day-ahead spot price and the imbalance price. This approach provides a more accurate reflection of the actual cost for market participants. 
In terms of volumes, the updated version provides actual imbalance volumes for Finland, Sweden, and Norway, categorized by the dominant direction. For Sweden, any TSO-related imbalances have been excluded. For Denmark, the report presents mFRR activation volumes, which also provide a good indication of imbalance.
