During the EPR, and also after the DA FB go-live, the ID capacity has been a point of discussion and investigation.
• A first report that focused on the ID ATCE that was published in 2024 (during EPR; Nordic TSO response to NordREG’s Letter to Nordic CCR TSOs Concerning Flow-Based implementation and ID ATCE.
• TSOs were requested to deliver one more report 6 months after go-live of flow-based in the Day-ahead market and ATCE in the Intraday market. This follow-up report, focusing on the ID ATCE, has been submitted to the NRAs on 27/06/2025 and published on the Nordic RCC website at Follow-up report concerning Flow-Based implementation and ID ATCE – response from Nordic TSOs (published on 27/06/2025, updated on 17/02/2026)
• In the meantime, the Nordic TSOs continued their efforts to try to increase the ID capacities resulting from the ATCE:
• A dedicated group was put in place to check whether there are ‘improvements’ feasible in the ATCE algorithm
• The ATCE relaxation parameters have been updated on May 1, 2025. A 3% z2zPTDF relaxation has been applied instead of a 2% z2zPTDF relaxation. The update took effect on Energy Delivery Day May 2, 2025 and has been tested over a two-month period. The use of these increased relaxation parameters has continued.
• NordREG shared a letter on September 26, 2025, that states (among others)
‘The Nordic regulatory authorities acknowledge that flow-based capacity calculation cannot be introduced in all market time frames at the same time. On the other hand, the introduction of flow-based in intra-day-markets is targeted for 2027 and still subject to uncertainties regarding continuous trading as well as the schedule. Furthermore, introducing flow-based in intra-day auctions will not address all the consequences that we are currently experiencing from reduced capacities in the balancing timeframe. The Nordic regulatory authorities therefore consider it important that the Nordic TSOs swiftly assess and present viable measures that could help alleviate the situation prior to the implementation of flow-based capacity calculation in the other time frames.’
