Nordic Unavailability Collection System (NUCS)

On this page, you can find relevant information on the upcoming enhancements to outage-related information in the Nordic region, enabled through the Nordic Market Availability (NORMA) business process and the NUCS platform.

Following the go-live of Flow-Based Market Coupling in the Nordic Capacity Calculation Region (CCR), the traditional Net Transfer Capacity (NTC)-based Urgent Market Messages (UMMs) no longer fully reflect the capacity impacts in a flow-based environment. The NORMA business process has been introduced to complement existing UMMs by providing flow-based assessments of outage impacts, ensuring more consistent and transparent information for market participants.

The Publication Handbook for Flow-Based Outage Impact Calculations in NUCS, available below, describes the target-state framework for these enhancements. It includes:

  • An overview of the methodology for calculating outage impacts using flow-based parameters
  • Guidance on publication formats and access via the NUCS web interface and API
  • Information on publication frequency, sample calculations, and XML specifications
  • Illustrative examples of outage impact calculations and resulting flow-based domains

The handbook reflects the full target scope of the current development. These capabilities will be introduced progressively, with the initial release in the first half of 2026 focusing on core functionalities that support alignment with the flow-based capacity calculation framework and enable market transparency and operational readiness.

Subsequent releases will introduce additional enhancements to further improve data usability, granularity, and operational efficiency. This phased approach ensures early availability of essential functionality, while allowing continuous improvements based on operational experience and stakeholder feedback.

The publication of NUCS/NORMA data supports compliance with the EU Transparency Regulation (543/2013) and REMIT 2.0 (2024/1106), ensuring timely and accurate disclosure of outage-related information in the Nordic power system.
